Will my face still be recognisable at 20 KB?

For a small passport-style photo, generally yes. Do look at the result before submitting: at this size, detail is genuinely scarce and some forms reject images that are too degraded.

Why does the image get smaller in dimensions too?

Below a certain point, quality reduction alone cannot reach the target. Fewer pixels is the only remaining way to get there, so that is what happens next.
