Why did raising the quality make my file bigger before?

Because a quality number is meaningless without knowing what the file was saved at originally. Asking for higher quality than the source stores more data without restoring any detail. That is why this page asks for a size instead.

Does compressing a JPEG twice hurt it?

A little, yes: each save discards some detail permanently. One extra pass to meet a form limit is normally fine; repeated round trips are not.
