Why are these bigger than JPG pages?

PNG keeps every pixel exactly as drawn, while JPG discards some to save room. On a page of text that shows up at the edges of the letters, which is usually the whole reason to pick PNG.

Do the pages come out with a white background?

Yes. A page is treated as a sheet of paper, so the background is filled in rather than left see-through, which is what nearly everyone wants when a page becomes an image.
