Compress a PDF to 100 KB
A hundred kilobytes is the tightest limit portals put on a whole document, and it is meant for a one- or two-page scan: a certificate, an ID, a signed form. Set to 100 KB, this shrinks the pictures on each page until the file as a whole fits, and tells you plainly if it cannot.

Questions
How many pages can fit under 100 KB?
One or two scanned pages comfortably, three or four if they are plain text on white. Past that each page gets so little room that it turns blurry, and the tool will say it could not reach the number rather than hand you an unreadable file. Split the PDF first if it is long.
What if it says it could not get under 100 KB?
Then the pictures are already as small as they can sensibly go and the remaining size is text and layout, which it will not touch. Remove pages you do not need, or split the file and upload the parts separately if the portal allows it.
Is 100 KB enough for a readable scan?
For a single page, yes. Text stays legible at the resolution this aims for, though fine print softens. Two pages is fine; beyond that, see the answer above.
